The FSB stated on Sunday that the individual, identified as Russian citizen Lyubomir Korba, was apprehended in Dubai and subsequently handed over to Russian authorities.

Attack on High-Ranking Intelligence Official

Lt. Gen. Vladimir Alekseyev, the first deputy head of Russia's military intelligence agency known as the GRU, was hospitalized after being shot multiple times on Friday. The assault occurred at an apartment building in northwestern Moscow, according to Investigative Committee spokesperson Svetlana Petrenko. Alekseyev, aged 64, has held his prominent position since 2011 and is a decorated officer, having received the Hero of Russia medal for his involvement in Moscow's military campaign in Syria.

Accusations and International Context

Russian Foreign Minister Sergey Lavrov described the shooting as an apparent "terrorist act" orchestrated by Ukraine, aimed at disrupting ongoing peace negotiations. This incident follows a pattern of assassinations targeting senior Russian military officers, which Russia has consistently attributed to Ukrainian operatives. The attack took place shortly after Russian, Ukrainian, and U.S. diplomats concluded two days of talks in Abu Dhabi, United Arab Emirates, focused on resolving the nearly four-year-old conflict in Ukraine.

The Russian delegation at those talks was led by Adm. Igor Kostyukov, Alekseyev's superior as the head of military intelligence. In a statement on its website, the FSB revealed that it has also identified two accomplices in the shooting; one has been detained in Moscow, while the other allegedly fled to Ukraine. Kyiv has not issued an immediate response to these allegations.

Igor Kirillov, chief of Russia's nuclear, biological, and chemical protection forces, was killed by a bomb concealed on an electric scooter outside his residence, an attack for which Ukraine's security service claimed responsibility. Ukrainian President Volodymyr Zelenskyy has previously acknowledged reports on the "liquidation" of top Russian military officials, emphasizing that "justice inevitably comes," though without naming specific individuals.

Alekseyev's public profile includes an appearance on state television in June 2023, where he was seen speaking with mercenary leader Yevgeny Prigozhin during the Wagner Group's brief rebellion in Rostov-on-Don.
