The Institute for the Study of War (ISW), a Washington-based think tank, has warned that Russia is laying the groundwork for provocations against NATO, including potential strikes on Polish territory. The assessment, released on Saturday, follows US intelligence alerts about possible Russian attacks on critical infrastructure in Poland using missiles, drones, or even a limited ground incursion by Russian or Belarusian forces.
Phase Zero Strategy
The ISW's Russian Offensive Campaign Assessment states that reported US and European warnings align with the institute's long-term analysis. Russia's recent activities—drone incursions, sabotage, electronic warfare interference, and airspace violations—are not isolated incidents, but part of a "Phase Zero" campaign. This strategy aims to set informational and psychological conditions for potential future provocations against NATO.
"These Phase Zero operations aim to set informational and psychological conditions for potential future provocations against NATO," the ISW report noted. However, it added that the nature, timing, and details of a potential Russian operation against NATO's eastern flank remain unclear.
NATO Article 5 and Escalation Risks
An attack on a NATO member could trigger Article 5, which states that an armed attack against one member is considered an attack against all, potentially escalating into a wider conflict. The warnings come as Russian President Vladimir Putin's approval rating has sharply declined, yet he continues heavy bombardment campaigns in Ukraine.
Deadly Strike on Kyiv
On Thursday, a Russian attack on Kyiv killed at least 30 people, marking the third deadliest assault on the Ukrainian capital since the war began. The ongoing aggression underscores the heightened tensions along NATO's borders.
