A senior Royal Navy officer is facing serious gross misconduct allegations after a criminal investigation that has already resulted in three police officers being disciplined for their handling of the case.

The Independent Office for Police Conduct (IOPC) confirmed it oversaw an investigation into how Hampshire Constabulary dealt with allegations against the naval officer. While the Crown Prosecution Service decided no criminal charges should be brought against the officer, the matter has now been referred back to the Royal Navy for disciplinary proceedings.

Police Officers Disciplined Over Investigation Handling

Three police officers involved in the initial investigation have faced consequences for their actions. One officer received a written warning, while two others were required to undergo "reflective practice" following the IOPC's investigation.

The police watchdog found that the officers had a case to answer for misconduct regarding their communication with the Royal Navy and their handling of the initial allegations.

Case Returns to Royal Navy for Disciplinary Action

Despite the CPS decision not to pursue criminal charges, the Royal Navy has confirmed it is now dealing with the matter as a potential gross misconduct case.

A Royal Navy spokesperson stated: "We can confirm that a senior naval officer is the subject of an ongoing gross misconduct process. It would be inappropriate to comment further while this process continues."

The case highlights the complex interplay between military discipline and civilian police investigations, particularly when serious allegations are made against serving military personnel.

IOPC Findings and Ongoing Process

The IOPC completed its investigation in August 2022, concluding that while the police officers had committed misconduct, their actions did not amount to gross misconduct. The watchdog's involvement ensured independent scrutiny of how the police handled the sensitive case involving senior military personnel.

Both Hampshire Constabulary and the Ministry of Defence have declined to provide additional details about the specific nature of the allegations, citing the ongoing disciplinary process and privacy concerns.
