German Chancellor Friedrich Merz has issued a stark warning to Vladimir Putin, declaring that Germany would retaliate against Russian aggression and attacks. The statement comes amid heightened international tensions and fears of a wider conflict.
Berlin Talks Mark a Diplomatic Breakthrough
Speaking on ZDF television on 16 December 2025, Chancellor Merz described recent diplomatic efforts in Berlin aimed at ending the war in Ukraine as a major success. He stated the talks had "brought significant progress", particularly regarding future security for Ukraine.
The most notable development, according to Merz, is the willingness of the United States to join Europe in providing security guarantees for Ukraine after a potential ceasefire is established. This represents a potential shift in the international posture towards the conflict.
An "Article 5-like" Guarantee for Ukraine
During an appearance on the programme "What now, Mr. Merz?", the German leader revealed the depth of the discussions. "We even talked about Article 5-like security guarantees," Merz said, referencing the core principle of the NATO alliance.
NATO's Article 5 is the collective defence clause, stating that an armed attack against one member is considered an attack against all. It has been invoked only once in history, following the 9/11 terrorist attacks on the United States in 2001.
Merz elaborated, telling ZDF Heute: "The fact that the Americans have made such a commitment, namely to protect Ukraine in the event of a ceasefire as if it were NATO territory, I think is a remarkable new position for the United States of America."
A Direct Warning to the Kremlin
The Chancellor outlined that security guarantees could include the establishment of a demilitarised zone between the warring parties. He then delivered a pointed and chilling message directly to the Russian president.
"And very specifically: we would also retaliate against corresponding Russian aggression and attacks," Merz stated, leaving no ambiguity about the potential consequences of further Russian military action.
