The non-profit organisations Defiance.org and WhistleblowerAid.org initiated the campaign, placing billboards close to the MacDill Air Force Base in Tampa, Florida. Their stark message, "Obey Only Lawful Orders," is a pointed response to a series of deadly strikes in the Caribbean and Pacific targeting alleged drug boats, which have reportedly killed more than 100 people to date.

"We're making sure troops know their rights and that they're not alone if they're told to cross the line," stated Miles Taylor, a former Department of Homeland Security official under President Donald Trump. In a statement to 10 Tampa Bay, Taylor framed the campaign as a vital constitutional reminder: "The president may be the commander-in-chief, but even he is bound by the law."

The groups are supporting the message by offering serving military personnel confidential legal advice and access to whistleblower hotlines.

This campaign follows weeks of political uproar ignited by a social media video from six Democratic members of Congress, all with military or intelligence backgrounds. In the video, they reminded U.S. troops of their right to refuse orders that violate their constitutional oath, warning of domestic threats to the nation's founding document.

This was widely seen as a critique of the administration's policies, including the deployment of federalised National Guard troops into Democrat-led cities to support mass deportations—actions also condemned by veterans' groups.

The video provoked a furious reaction from President Trump on his Truth Social platform. He branded the lawmakers "traitors" and demanded, "LOCK THEM UP!!!" In an even more extreme escalation, he reposted another user's comment that encouraged him to "HANG THEM."

The backdrop to this domestic clash is a months-long campaign of U.S. military strikes around Venezuela, targeting small vessels allegedly smuggling drugs.
