Coroner to Investigate Nursing Regulator's Role in Nurse's Death

A coroner is set to examine whether failings by the UK's nursing regulator caused or contributed to the death of a nurse who was under investigation by the watchdog at the time of her passing. The actions of the Nursing and Midwifery Council (NMC) will be scrutinised by Somerset coroner Stephen Covell in relation to the death of 34-year-old nurse Amelia Morten-Scott, who died in October 2023.

Inquest Scope to Include NMC Investigation

During a pre-inquest hearing, it was revealed that Ms Morten-Scott was subject to a fitness-to-practice investigation by the NMC when she died. Coroner Covell stated it is appropriate for the inquest to probe both the actions and omissions in the NMC's investigation, as well as any impact delays may have had on her mental state. The findings of an internal NMC report into its actions following her death will also be part of the inquest's scope.

The coroner has not made any rulings yet, only defining the scope. He emphasised that the inquest will cover:

  • Amelia's actions, contacts, and apparent mental state in the month before her death.
  • Factors that may have caused or contributed to her apparent actions to end her life.
  • Whether the NMC's fitness-to-practice investigation was one of those factors.

Background of NMC Scrutiny

This inquest comes two years after a damning independent investigation into the NMC's culture, chaired by former public prosecutor Nazir Afzal, found a toxic culture and dysfunction that put nurses and the public at risk. The NMC regulates over 800,000 nurses, midwives, and nursing associates in the UK.

Coroner Covell noted he will consider any delays or breaches of procedure, stating, "I consider part of the substantial truth of Amelia's case will need consideration of not only the fact that Amelia was subject to a fitness to practice investigation but also whether the delays and any other acts or omissions... caused or contributed... to Amelia's mental health and to her taking her own life." However, he clarified the scope will not extend to a full coroner's investigation into the NMC's probe.

NMC Response and Next Steps

An NMC spokesperson expressed condolences, saying, "The loss of Amelia is a tragedy, and we offer our sincere condolences to her family and friends. We're committed to assisting the coroner to determine the circumstances of Amelia's death, and it wouldn't be appropriate for us to comment further while the inquest is ongoing." The full inquest is scheduled for a later date, with the coroner's focus on ensuring a thorough examination of all relevant factors.
