Neath Port Talbot council has launched a consultation on new dog restrictions at Aberavon beach and promenade, which would require dogs to be kept on leads year-round on the promenade, extending the current seasonal rules.
Current and Proposed Rules
Currently, dog walkers must keep dogs on leads on the promenade from May 1 to September 30, and dogs are banned from the main beach during the same period. Under the new plans, the lead requirement on the promenade would apply throughout the entire year, while the seasonal beach ban would remain unchanged.
The council states the restrictions aim to maintain safety, cleanliness, and enjoyment for all users. If approved, the measures would take effect when the existing order expires next year, with the new order running from March 2027 to March 2030.
Blue Flag Aspirations
A council spokesperson explained that the current restrictions balance recreational beach users and dog owners, but the council hopes to apply for Blue Flag status, which requires a full dog restriction. Keep Wales Tidy confirmed that a full dog restriction is necessary for Blue Flag standards, meaning a timed restriction (e.g., 9am–6pm) would not be acceptable.
The spokesperson added: "Aberavon currently has a Seaside Award, and assuming water quality continues to be rated as excellent there are aspirations to apply for Blue Flag status, which would bring a higher level of recognition and standards."
Penalties and Consultation
Under the current restrictions, dog owners can only take dogs onto restricted areas with a reasonable excuse or consent from the landowner. An authorised officer may issue a fixed penalty notice under Section 67 of the Anti-Social Behaviour, Crime and Policing Act 2014. The penalty is £75 (or £50 if paid within 10 days), and payment avoids prosecution.
The consultation is open until August 24 on the Neath Port Talbot council website, inviting residents and visitors to suggest alternative approaches.
