  • Attracts vermin like foxes and rats, such as leaving open receptacles out days before collection

When Fines Cannot Be Issued

Councils cannot fine households for minor issues, including:

Penalty Process and Maximum Fine

Fixed penalties start with a written warning explaining the breach. If not resolved, a notice of intent is issued, followed by a final notice after 28 days specifying the amount due. The maximum penalty is £80. Householders must be informed of the reason for the fine, payment deadline, early payment discounts, consequences of non-payment, and appeal process.

The Department for Environment, Food and Rural Affairs stated: "The Government wishes to encourage a measured and balanced approach, where householders are not penalised for minor breaches of waste bin rules. The use of these penalties should focus on those who cause genuine harm to the local environment."
