A binman has clarified the rules around wheelie bin lids and collection, stating that the requirement for a closed lid is determined by local councils, not the binmen themselves.
Ashley, known online as the No 1 Binman, explained that the inconsistency in rules across different areas stems from each council setting its own procedures. He said: "It's all down to the council. It's nothing to do with the binmen, it's just what we get told. It's all down to the council and their procedures in place. They tell the binmen. Unless the binmen haven't been told, and then they just go in accepting the [overfilled] bins. Then that's up to the council to remind them."
Safety and property protection reasons
Ashley noted that in his council, bins that are too full cannot be taken, primarily for safety reasons and to protect property. He added: "The council that I live in, they say the bin has to be closed, so that's what I'm going to do. It makes more sense for the lid to be closed."
He elaborated on the risks: "One, when you move the bin, not everything falls out. Perfect sense. Especially when it comes to glass and plastics and stuff, and the glass comes out and smashes all over the floor. You don't want that outside your house."
"Secondly, if the [binmen] put it up and it rips the lid off, if you pay for your own bin, you're not going to be very happy with losing the lid off it. And the council won't be very happy about having to replace the lid. So that's the reason why we get told to make sure the lid is closed on the bins."
Pest deterrence and hygiene
Keeping bin lids shut also helps deter pests such as flies, rats, and foxes, which are attracted to the smells of rubbish. A binman commented: "I will take open bins, but please people, stop putting loose bottles and rubbish on the top of it. Bag it up so it doesn't go everywhere as soon as we move the bin!"
Other reasons for missed collections
An overflowing bin with a lid that won't shut is a common reason for missed collections, but binmen can also refuse to collect if rubbish violates council guidelines, such as containing contaminated recycling, being excessively heavy, or including side waste. Non-recyclable items like food or soft plastics in recycling bins may also lead to refusal, often with a sticker left to explain the issue.
