Yet it occasionally seems as though Putin has existed eternally, having influenced Russia's governance since 1999. He assumed the presidency that year and has consistently consolidated authority, with international monitors describing Russian elections as a sham and the president's rivals imprisoned.

Even prior to seizing power, Putin was familiar with conflict and scandal. As head of the Federal Security Service (FSB)—the KGB's successor—he was instrumental in orchestrating the initial Russian assaults during the Second Chechen War in 1999.
