A 22-year-old man allegedly used forged documents to enrol at a high school in Minnesota, where he is accused of sexually abusing students who believed he was their peer, according to reports.
Multiple parents of White Bear Lake High School students reported possible incidents of sexual assault involving Kelvin Luebke. School district officials revealed earlier this month that he enrolled using counterfeit documents. Several juvenile girls told police that Luebke had been texting or messaging them on social media, according to local news outlet KARE 11.
One parent said her daughter recognised a mugshot of Luebke online, but knew him as “K.P.”, one of her classmates. Police are seeking a warrant to search his texts, social media messages and photos. A school resource officer is also investigating a claim that Luebke received nude photos from a juvenile girl. He has not been formally charged in connection with these allegations and was arrested on an unrelated charge before being released from Washington County Jail.
District Superintendent Dr Wayne Kazmierczak said Luebke enrolled as a homeless, unaccompanied youth. He attended the school for 19 days and participated in football practices, but did not play in any games. Luebke presented a birth certificate from another country showing he was 18, which Kazmierczak said had “authentic watermarking and official stamps/seals” and gave “no reason to believe it was fraudulent”.
The incident has angered local parents and politicians. State Representative Elliott Engen, whose younger brother is a senior at the school, called it a “system-wide failure” and demanded the superintendent resign. Another lawmaker, State Representative Brian Curran, placed blame on Luebke, saying the person who fraudulently enrolled was responsible. Engen said he hoped the situation would lead to improved safety protocols for school enrolment procedures.
