Carney delivered these remarks during an address at the Lowy Institute, a prominent international policy think tank based in Sydney. This event was part of the Australian leg of his trade-focused, three-nation tour, which commenced in India. He is scheduled to address the Australian Parliament on Thursday before departing for Japan on Friday.

Geo-Strategic Disruption and Hegemonic Actions

In his speech, Carney elaborated on the geo-strategic shifts occurring worldwide. He noted that hegemonic powers are increasingly operating without constraint or regard for international standards, while other nations are left to bear the severe consequences. "Now the extremes of this disruption are being played out in real time in the Middle East," Carney asserted, pointing directly to the Iran war as a critical example.

These comments built upon themes that Carney initially outlined at the World Economic Forum in Davos, Switzerland, back in January. His speech there attracted widespread attention as he argued that the global order is undergoing a significant rupture. According to Carney, the old norms of the rules-based international system are being systematically erased, leading to increased instability and conflict.

Canada's Stance on Iran and Nuclear Threats

Carney reaffirmed Canada's commitment to supporting efforts aimed at preventing Iran from obtaining a nuclear weapon and from posing threats to international peace and security. He stated, "We are actively taking on the world as it is, not passively waiting for a world we wish to be. But we also take this position with some regret because the current conflict is another example of the failure of the international order."

Criticism of U.S. and Israeli Actions

Despite decades of United Nations efforts, Carney highlighted that Iran's nuclear threat persists. He added that the United States and Israel have conducted airstrikes on Iran without engaging the U.N. or consulting with allies, including Canada. When questioned on whether these strikes violated international law, Carney responded that it was "a judgment for others to make," indicating a cautious diplomatic stance.
