Kinahan Cartel Lieutenant Jailed for 24 Years

A leader of the notorious Kinahan criminal cartel has been sentenced to 24 years in prison at a Dublin court. Sean McGovern, 40, described as a senior lieutenant in the group, pleaded guilty to two charges of directing the activities of a criminal organisation related to a deadly feud between the Kinahan and Hutch gangs.

McGovern was extradited from the United Arab Emirates to face trial in Ireland. The court heard he had been shot during the feud. The charges involved his role in the lead-up to the murder of Noel Kirwan, a grandfather shot dead in December 2016, and the targeting of James Gately with a view to a shooting that did not occur.

During a sentencing hearing last month, McGovern expressed a desire to apologise for the hurt caused by his actions. On Monday, the three-judge panel at the special criminal court sentenced him to 24 years, backdated to his arrest in Dubai on an Interpol red notice in October 2024.

Sentencing Details

Mr Justice McGrath considered mitigating factors, including an early plea, but ordered the sentences for the separate offences to run consecutively. McGovern received 10 years for directing activities related to the planned murder of Gately and 14 years for his role in Kirwan's killing.

The judge stated that McGovern was a senior member of the Kinahan gang and a confidant of its higher echelons, trusted with a high degree of competence. He described the gang as a particularly large, well-organised, sinister, and dangerous organisation. McGrath said, 'Mr McGovern knew in each instance he was directing preparations for murder and did so intentionally.'

Reactions and Broader Implications

Det Supt Dave Gallagher remarked that the sentencing should serve as a lesson to those who glorify organised crime. He noted it was significant in holding accountable a key person directing a violent criminal organisation engaged in ruthless murder and violence, which negatively impacted communities and Ireland's national reputation.

Gallagher paid tribute to the Kirwan family, stating that Noel Kirwan was brutally murdered for no reason other than to portray power in the criminal underworld. He added, 'There are no untouchables, and law enforcement is committed to the pursuit and prosecution of those who are the leaders, the decision-makers and the facilitators.'

The UAE has become a base for Irish criminals partly due to the absence of an extradition treaty with the EU. However, after a decade of lobbying by Irish officials, an extradition treaty became operational last May. Although not retrospective, authorities in both jurisdictions made a separate arrangement to transfer McGovern. He was shot in the stomach in 2016 when a rival gang's hit team stormed a Kinahan-organised boxing weigh-in at a Dublin hotel.
