UK's 12 Most Wanted Fugitives Hiding in Spain Revealed

The National Crime Agency (NCA) has unveiled its list of the 12 most wanted criminals believed to be hiding in Spain, blending in among British tourists in popular holiday resorts. The fugitives include a double killer, a scar-ridden cocaine dealer, and a rapist in Benidorm, among others.

Operation Captura: A Two-Decade Pursuit

The release of the latest list marks the 20th anniversary of Operation Captura, a multi-agency campaign that has resulted in 98 fugitives apprehended out of 111 publicised. The NCA, working with the Spanish Ministry of Interior, Spanish law enforcement, UK policing, and the independent charity Crimestoppers, aims to bring these individuals to justice. Over the past year, 56 criminals have been extradited back to the UK from Spain.

NCA Warning: Spain No Safe Haven

Rob Jones, NCA director general of operations, warned: "Spain is not a safe haven for fugitives. If you run, we will not stop looking. We will find you, and we will bring you back to face justice. Fugitives rarely stop offending while on the run. They continue to harm communities in both Spain and the UK, and attempt to stay under the radar by blending into large British ex-pat populations. These are not people you want in your neighbourhood."

Jones noted that criminals often integrate into ex-pat communities, abusing trust and continuing their illegal activities. He stressed the determination to leave no stone unturned, ensuring no safe place for them to offend against Spanish communities or back home.

The 12 Most Wanted Fugitives

Kevin Thomas Parle

Kevin Thomas Parle, 45, is wanted by Merseyside Police for the 2004 murder of Liam Kelly. He is also linked to the 2005 murder of Lucy Hargreaves. Standing 6ft 4in, with ginger hair, blue eyes, and a small scar on his left head, Parle has been on the run for over 20 years. He is believed to be in the Malaga or Costa Blanca areas, with suspected links to Spain, Australia, and Thailand. Both murders were described as "cold blooded executions" involving close-range shotgun blasts.

Francis David Parker

Francis David Parker, 40, is believed to be a member of the Coggins organised crime group, also known as the Huyton Firm. He directed couriers to deliver cocaine and heroin across the UK and collected money for the gang. He has links to southern Spain. The gang boss, Francis Coggins, was jailed for 18 years in November 2025, and his brother Vincent in 2020. The gang imported 1.013 tonnes of cocaine and heroin worth £16.2 million, and did business with Thomas Cashman, who was jailed for the murder of nine-year-old Olivia Pratt-Korbel.

Alexsandr Vladimirovich Kuksov

Alexsandr Vladimirovich Kuksov, also known as Alexander Kuksov, 23, is the youngest on the list. He is wanted by the NCA for proceeds of crime offences. He is Russian with links to Tenerife, Russia, and Malta. Kuksov is accused of being part of a gang that laundered millions in UK drug dealers' money by converting it into cryptocurrency, with links to a Russian organised crime group that helped oligarchs avoid sanctions by buying UK property.

Philip Barry Foster

Philip Barry Foster, 50, from Marbella, is wanted by Trading Standards for fraud and money laundering. He was sentenced to eight and a half years for conning victims into believing they could earn money as professional models, swindling them out of substantial amounts and providing poor, unusable digital photographs.

Spencer Dillon Lamb

Spencer Dillon Lamb, 33, from Derbyshire, is wanted by local police for drug offences including supply of cocaine and cannabis. He has a scar under his left eye.

John Rocks

John Rocks, 37, is wanted by Police Scotland for sexual offences. He is believed to be in the Benidorm area. In a Facebook post, his alleged victim warned: "Ladies please avoid Jon Rocks AKA Scottish Jon who works on Benidorm strip."

Derek McGraw Ferguson

Derek McGraw Ferguson, 62, is wanted by Police Scotland for the murder of Thomas Cameron outside a Glasgow pub in 2007. Barman Thomas Cameron, 49, was shot dead in the car park of the Auchinairn Tavern, Bishopbriggs after speaking to two men.

Dean Eighteen

Dean Eighteen, 48, is wanted by HMRC for cheating the revenue and money laundering. He is accused of submitting false VAT repayment claims for his companies Transome Ltd and Blue Ferns Ltd, claiming £7.8 million for exporting non-existent cars to Asia.

Simon Dutton

Simon Dutton, 49, from Bolton, is wanted by Greater Manchester Police for drug offences and money laundering. Police say he organised the importation of cocaine from Spain to the UK, with one 10.5kg seizure worth £1.5 million. He has a tattoo of the word 'Rachel' on his left arm and scars on his chin, left hand, and right leg.

Matthew Purves

Matthew Purves, 41, is wanted by Northamptonshire Police for conspiracy to supply multiple kilos of cocaine across the UK from 2019 to 2021. He has links to southern Spain, Corby, and Peterborough.

Liam Michael Murray

Liam Michael Murray, 34, last known in Durham, is wanted for drugs offences and money laundering. He is accused of involvement in the supply of cocaine, cannabis, and possessing criminal cash. He is thought to be in the Alicante region.

Charlie Salisbury

Charlie Salisbury, 34, is wanted for a 'sophisticated' conspiracy to supply cocaine and money laundering. He has tattoos of a koi carp and a dragon on his entire right arm, and his lower right leg also has tattoos. He is linked to Malaga, Marbella, and Andalusia.
