Police Scotland is investigating reports that suspected illegal brothels are operating at several properties in Arbroath, following concerns raised by local councillors. Officers received concerns about a small number of properties on Monday, November 2, and are making enquiries.
Councillors Report Resident Worries
Angus councillors Jack Cruickshanks and Derek Wann say they have been contacted by residents worried about suspected prostitution activity in the town. Councillor Cruickshanks said he had been receiving complaints from residents for some time and believed several properties across the town could be involved.
In a statement, Councillor Cruickshanks said: "If illegal brothels are operating in Arbroath, I want them shut down and those responsible brought to justice. Residents have raised serious concerns for some time, and they deserve to know these allegations are being properly investigated. I welcome the work Cllr Derek Wann has already undertaken with Police Scotland and will continue to press for action. The law is clear, and where criminal activity is established, it must be enforced. There can be no place for exploitation in our communities. I will also be asking that any evidence of human trafficking, exploitation or organised criminal activity is fully investigated."
Police Confirm Enquiries Underway
Derek Wann, Depute leader of Angus Council, confirmed he had provided Police Scotland with intelligence from constituents on the matter. Under Section 11 of the Criminal Law (Consolidation) (Scotland) Act 1995, keeping or managing a brothel, or knowingly allowing premises to be used as one, is a criminal offence. The legislation carries a maximum penalty of seven years in prison, an unlimited fine, or both.
Inspector Mahboob Ahmad said: "On Monday, November 2, 2026, concerns were raised to officers regarding a small number of properties in Arbroath. We are looking into these concerns and speaking to the reporter to establish further information on this matter."
