Police get dispersal powers in three Cardiff areas

Police have been given extra powers in three parts of Cardiff on Bonfire Night, with dispersal orders granted for Ely, Caerau and Fairwater from 3pm on Thursday until 6am on Friday, November 6.

The move follows concerns raised by several members of the public about potential anti-social behaviour on Bonfire Night.

What the dispersal order allows

The Section 35 dispersal order gives police additional powers to tackle behaviour which could cause harassment, alarm or distress to residents. Under the powers, police officers can instruct anyone who is causing, or is likely to cause, harassment, alarm or distress to leave the designated areas.

Officers will also have the authority to seize property they suspect is being used, or is intended to be used, in connection with anti-social behaviour.

Areas covered and background

One of the dispersal orders covers the Ely and Caerau area, while another is for Fairwater. South Wales Police say the order is a preventative measure, introduced following concerns from the public ahead of the Bonfire Night celebrations.
