The theft happened at Longsight Library on Stockport Road at about 4.50pm on Thursday 30 July. The victim had sat on a sofa inside the library when a man took a bag from the floor and made off with it.
The bag contained £150 in cash and medical paperwork, according to Greater Manchester Police.
Witness appeal
GMP has released an image of a man they believe can help with the investigation and are asking anyone who witnessed the incident, or who can identify the person, to contact them.
