Parents Charged for Halloween Party with 150 Teens

Two Bucks County parents, Michael Moore, 56, and Rachel Moore, 47, have been charged after allegedly hosting an underage drinking party at their home on Halloween night in 2025. The event reportedly involved approximately 150 teenagers, according to local police.

Details of the Incident

Police responded to the residence on the 300 block of Joelle Court around 9 p.m. on October 31, 2025, following reports of an out-of-control gathering. Upon arrival, officers found roughly 150 teenagers, many of whom appeared intoxicated, according to police documents obtained by ABC News.

Inside the home, investigators discovered a large bar area stocked with alcoholic beverages and numerous plastic cups. Witnesses reported that multiple jars filled with alcohol were placed throughout the house.

Guest List Policy

The party operated under a strict guest list policy, with witnesses telling police that entry was denied to those not on the list. One witness stated that Michael and Rachel Moore were stationed in the garage, which served as the main entrance, checking the names of arriving teenagers against the guest list.

When questioned by officers, Michael Moore said he had hired a bouncer to manage the gathering, but the bouncer never showed up, police reported.

Charges and Legal Consequences

The Moores were booked and processed on May 11. They face charges of providing alcohol to minors, an offense that under Pennsylvania law carries a mandatory minimum fine of $1,000 for a first conviction.
