A Hertfordshire Constabulary officer has been dismissed without notice after a disciplinary panel found him guilty of gross misconduct for making deeply offensive and racist remarks about a colleague.
The shocking comments were captured on an audio recording, which was made without the knowledge of PC Jonathan Biernacki. The recording was subsequently presented as key evidence during the misconduct hearing held at Hertfordshire Constabulary Headquarters.
A Breach of Professional Standards
The independent panel concluded that PC Biernacki's actions constituted a clear breach of the Standards of Professional Behaviour, specifically in regards to equality and diversity. His language was deemed to be discriminatory and wholly unacceptable for a serving officer.
Detective Superintendent Andrew Pipkin, head of the force’s Professional Standards Department, stated: "There is no place for racism or discrimination of any kind within Hertfordshire Constabulary. The officer’s actions fell far below the standards we expect from our officers and staff."
Zero-Tolerance Approach
The force emphasised its commitment to rooting out inappropriate behaviour and upholding the highest levels of integrity. The dismissal sends a strong message that such conduct will be met with the most severe consequences.
The case highlights the ongoing challenges police forces face in addressing internal prejudice and ensuring all officers adhere to strict codes of conduct designed to promote equality and respect within the service.
