Couple Jailed for Neglecting 52 Dogs and Exotic Animals in Squalid Home

A man and a woman have been jailed after dozens of neglected animals, including 52 dogs, were found living in appalling conditions at a property in Milford Haven. Zoe Louise Graham was sentenced to 18 months in prison and banned from keeping animals for 15 years, while Lee Lock received a 27-month sentence and was disqualified from keeping animals until 2050. The pair appeared at Swansea Crown Court after pleading guilty to multiple offences under the Animal Welfare Act.

Police, RSPCA officers, and vets attended the property in December 2024 and discovered 29 dogs, 17 snakes, a Hermanns tortoise, a leopard gecko, and a monitor lizard living in squalid conditions. Two dead dogs and a dead snake were also found. RSPCA Inspector Keith Hogben described being "hit by a strong smell of dog faeces and urine" upon entering the home, where he found several French Bulldog-type dogs in filthy bedrooms with soiled cages, mouldy food, and rubbish scattered throughout.

Inspector Hogben noted that some dogs were in thin condition, and one French Bulldog was living in appalling conditions in a cage. In the living room, vivariums housing snakes had soiled substrate, dirty water, and no hiding places or enrichment. Some snakes appeared thin with visible spines. A tortoise and a gecko were kept together in a vivarium without water, and a monitor lizard was found in a plastic tray. The conditions were described as "poor" and "appalling."

Graham pleaded guilty to 14 offences, and Lock to 12 offences under the Animal Welfare Act on 3 October 2025. Twelve of the offences were joint, including causing unnecessary suffering to six different French Bulldogs. One offence involved failing to provide veterinary treatment for a bulldog's ruptured rectum. Three joint offences related to snakes that suffered unnecessarily, and they also failed to meet the needs of 21 adult dogs, eight puppies, and 18 snakes and other exotic animals.
