Carnival Chairman Jailed for 12 Years for Child Abuse

The former chairman of a historic town carnival has been sentenced to twelve years in prison after using his trusted position to systematically abuse children and establish a fraudulent safeguarding email address to prevent concerned parents from alerting authorities. Robert Slight, aged forty-five, committed offences against more than a dozen victims while serving as the chairman of Maldon Carnival in Essex, an event with a one-hundred-and-thirty-year history that he had been involved with for a decade.

Unsupervised Access to Youngsters

As a chaperone for the carnival, Slight enjoyed unsupervised access to children, exploiting his role to groom and assault them. He also volunteered at various family-oriented events, including Santa visits, school functions, and cheerleading activities, where he further ingratiated himself with families. Police investigations revealed that the manipulative paedophile purchased gifts for children and was so trusted by their parents that he was permitted to take some on day trips and holidays.

Previous Convictions Ignored

Astonishingly, Slight was appointed to his carnival role despite having previous convictions for advertising and possessing indecent images of children dating back to 2001. These prior offences had resulted in a three-year probation order and placement on the sex offenders register for five years. Prosecutor Jerry Hayes told Chelmsford Crown Court that Slight somehow passed a Disclosure and Barring Service check, allowing him to continue his predatory behaviour.

Courtroom Sentencing and Impact

Slight appeared at Chelmsford Crown Court for sentencing after pleading guilty to three counts of sexual assault, one count of causing a child to engage in sexual activity, and two counts of making indecent images of children. Judge Jamie Sawyer expressed being "gobsmacked" by a pre-sentence report in which the defendant claimed he would "never hurt a child." The judge told Slight he had "engaged in classic grooming behaviour" and demonstrated a complete lack of understanding or empathy for the impact of his crimes.

Families and victims wept and cheered in the gallery as the twelve-year jail term was imposed. Two victims sobbed while reading impact statements, with one stating, "I looked up to him as a father figure, so never thought he would commit any crimes against me." Another victim said, "I'm grossed out by the thought I was viewed sexually by an older man."

Elaborate Deception Uncovered

During the police investigation, it was discovered that Slight had purchased a domain name and created an email address for a bogus safeguarding officer at Maldon District Council. This deceptive measure ensured that any concerns regarding child safeguarding at the carnival would be directed straight to the defendant himself. Prosecutor Hayes explained that Slight manipulated both victims and their families to gain access to children for his sexual interests.

Disturbing Evidence Seized

Essex Police executed a warrant at Slight's home in Maldon in July 2023, seizing sixty-five items including receipts for gifts he had bought children. Officers also discovered a box filled with plastic bags, each labelled with someone's name and containing a single milk tooth. Examination of twenty-seven electronic devices revealed evidence of sexual assaults and a collection of indecent images, including thirty-one classified as category B and one thousand three hundred eighty-nine as category C. Many of these images were described as "opportunistic in nature," taken during routine, everyday scenarios.

Judge's Condemnation and Aftermath

Judge Sawyer told Slight he had "an entrenched sexual attraction to children" and that his actions were likely to have caused "long-lasting harm." The judge added, "You gained the trust of families, groomed those families and encouraged the parents of children to trust you. Then you used that trust and corrupted it to gain access to the children." An indefinite restraining order was imposed for the children involved, and Slight was banned from working with children indefinitely.

One parent said after the hearing, "No sentence will be long enough. He abused his position and his power. We feel so used." Matthew Bagnall, defending, stated that Slight wished to express "heartfelt remorse," though acknowledged it might not be accepted.

Carnival Committee Response

A spokesman for Maldon Carnival Ltd confirmed that Slight was formally removed from his position on July 25, 2022, and has had no involvement since. The current committee has taken significant steps to strengthen governance, safeguarding, and transparency. Their safeguarding, child protection, and code of conduct policies have been comprehensively reviewed and updated. All chaperones and drivers engaged with the Carnival Court now require enhanced DBS checks, while chaperones must also hold Paediatric First Aid certification and Level 2 Safeguarding training.
