A shocking case of child neglect has unfolded in California after a two-year-old boy was found wandering the streets alone in the early hours of the morning.
The distressing discovery was made by a concerned member of the public on a pavement in Lancaster, a city in northern Los Angeles County. The child was completely unsupervised and vulnerable.
