A south London council has initiated a £5 million legal action against architects over a leaking roof at the Canada Water Library in Surrey Quays.
Council Alleges Design Failures
Southwark Council is suing CZWG Architects for alleged failure to properly design and construct the £14 million library, which first opened in 2011. In a High Court claim, the council asserts that the building has multiple defects leading to water leaks and damage to the roof and external walls. It contends that these defects resulted from CZWG’s failure to perform its services and obligations adequately.
The council is seeking approximately £5 million in damages for alleged breach of contract and duty.
The Library’s Design and Issues
CZWG designed the inverted pyramid-shaped library, which features a 150-seat theatre, cafe, learning areas, and space for over 40,000 books. Originally hailed as the “library of the future” by the council, the project cost around £14 million.
However, in October last year, the council announced it would need to spend an additional £1.7 million on repairs after the timber construction began to rot due to leaks from the roof parapets. The council plans to replace the mineral felt roof with metal.
CZWG previously stated that the mineral felt roof was a cost-saving redesign separate from the original architectural proposal. A spokesperson noted that flat roofs are typically concrete, but the roof finish was redesigned and installed by a subcontractor with a 35-year manufacturer’s guarantee.
Responses and Further Plans
CZWG did not immediately respond to requests for comment. Southwark Council declined to comment on the ongoing case but it is understood that repairs will include upgrades to heating and ventilation systems to make the building carbon-free. Weston Williamson + Partners will carry out the upgrade and overhaul.
