Heathrow Airport Cleared to Recoup £320m in Early Expansion Costs
The Civil Aviation Authority has announced that Heathrow Airport Ltd can recover up to £320 million in early costs associated with its expansion plans. This decision follows a consultation launched last year on the regulatory treatment of such expenditures for the airport's development.

The UK Civil Aviation Authority's draft decision specifies that Heathrow Airport Ltd, the operator of the UK's largest airport, is permitted to recoup early costs incurred during 2025 and 2026. These costs are capped at £320 million and are linked to the airport's expansion initiatives. The process remains subject to statutory consultation, ensuring transparency and regulatory oversight.
According to the CAA, this allowance will provide Heathrow Airport Ltd with the necessary resources to continue advancing work on expanding the airport. Early costs encompass expenses related to planning and design, which are essential for developing a credible and actionable expansion strategy.

This development comes after the Government selected Heathrow Airport Ltd's proposal for a third runway, a project that involves diverting a section of the M25 motorway. Rival Bidder Also Granted Cost Recovery
In a related move, the CAA confirmed that Heathrow West Ltd, the business entity established by Mr. Arora for his runway plan, can also recover some early costs. The regulator has authorised the recovery of up to £4.3 million in costs incurred up to November 25, when it was confirmed that the proposal had not received Government backing.
