ChatGPT developer OpenAI has suspended plans for a significant UK data centre initiative, stating that energy expenses and regulatory frameworks are currently inhibiting major investment. The American technology behemoth had previously committed to deploying its Stargate data centre project within a designated artificial intelligence growth zone in north-east England.
Project Shelved Amid Economic Concerns
The Stargate UK facility was anticipated to be situated across multiple locations, including Cobalt Park near Newcastle and Blyth. However, OpenAI confirmed that these blueprints are being postponed until what it describes as the "right conditions" materialise to facilitate sustainable infrastructure development in the United Kingdom.
Official Statement from OpenAI
A spokesperson for OpenAI elaborated: "We recognise immense potential for the UK's artificial intelligence future. London hosts our largest international research hub, and we endorse the Government's aspiration to become an AI leader. AI compute is fundamental to achieving that objective – we persist in exploring Stargate UK and will proceed when appropriate conditions, such as regulation and energy cost structures, permit long-term infrastructure investment."
Energy Cost Pressures Intensify
The allusion to energy costs emerges during a period when global prices are escalating, partly driven by geopolitical tensions involving the United States, Israel, and Iran. Last month, the International Monetary Fund highlighted that the UK is especially vulnerable to surging wholesale energy prices due to its dependence on gas-fired power generation, rather than alternatives like nuclear or renewable sources.
Data centres, which consume substantial amounts of electricity, are particularly susceptible to volatile energy markets. This economic backdrop has influenced OpenAI's decision-making process regarding the UK venture.
Continued UK Engagement Despite Setback
OpenAI added: "Meanwhile, we are channelling investments into talent acquisition and expanding our local footprint, while fulfilling commitments under our memorandum of understanding with the Government to integrate frontier AI into UK public services."
Broader Context of the Stargate Initiative
The Stargate project aims to inject billions of dollars into AI infrastructure in the United States, with financial backing from OpenAI, SoftBank, Oracle, and MGX, alongside partnerships with technology titans such as Nvidia and Microsoft. The UK component formed part of a landmark technology agreement between Britain and the US, unveiled last September during President Donald Trump's second state visit.
This pact also encompassed a $30 billion pledge from Microsoft – the company's largest ever investment in the UK – to finance the expansion of Britain's AI infrastructure.

Conservative MP and shadow science minister Ben Spencer commented: "When international corporations cite elevated energy costs and regulatory ambiguity as justifications to withdraw, it reveals everything about the current trajectory. For an extended period, Labour has focused on securing headlines with big tech while overlooking domestic startups and the fundamental factors that genuinely attract investment domestically."
