With shoplifting offences reaching record levels and sophisticated scams targeting vulnerable shoppers, trading standards professionals report being overwhelmed by the scale of consumer protection challenges. CTSI Chief Executive John Herriman described the current situation as "a perfect storm" of rising retail crime and eroding consumer rights.

"We're seeing criminal enterprises exploiting weaknesses in the system," Herriman warned. "Without decisive action, honest businesses and consumers will continue paying the price."

Recent CTSI research reveals that 1 in 3 UK adults have fallen victim to shopping scams in the past year, with losses averaging £150 per incident. Elderly and digitally excluded consumers remain particularly vulnerable to misleading sales tactics and counterfeit products.
