Hat, scarf and badge sellers are being invited to set up stalls around Bramley-Moore Dock as Everton’s second season begins at Hill Dickinson Stadium. Liverpool Council is seeking expressions of interest from traders wishing to operate within a proposed street trading area surrounding the waterfront ground.
Consent Streets and trading rules
In November 2024, four street stalls on Goodison Road, Gwladys Street and Walton Lane were invited to apply for the rights to continue trading near the Toffees’ new home. The council is now exploring arrangements for street trading associated with matchdays and other events.
The streets surrounding Bramley-Moore Dock have been designated as “Consent Streets” for the purposes of street trading since 2006. This means that street trading on the perimeter roads and within 10 metres of them is prohibited unless the trader is in possession of a consent issued by Liverpool Council for trading in the location.
Expression of interest process
As part of this process, officials are seeking information from businesses interested in trading from the proposed designated area. Submission of an interest does not guarantee the allocation of consent or a future trading spot.
Liverpool Council has not yet determined the allocation process for any available trading locations. The information obtained through this exercise will assist the council in assessing demand and developing a fair and transparent process for the allocation of any future street trading opportunities.
Last year, some traders around Anfield also faced relocation as part of the £5m upgrade works around LFC’s stadium on Walton Breck Road. Those hoping to do business around Hill Dickinson Stadium must provide:
- Business name and contact details.
- Type of goods or services proposed.
- Details and dimensions of any stall, vehicle or unit.
- Previous street trading experience.
- Any relevant licences, registrations or certifications.
Deadline and submission details
Expressions of Interest must be submitted by 12pm on Friday September 18 via email for the attention of Regulatory Compliance Officer at streettrading@liverpool.gov.uk or via postal letter to: Regulatory Compliance Officer, Licensing and Public Protection, Liverpool City Council, Cunard Building, Water Street, Liverpool, L3 1AH. All correspondence should be marked ‘Expression of Interest’ plus the name of the applicant.

“We want to ensure any future street trading opportunities are developed in a fair, transparent and well-managed way, which is why we’re inviting traders to register their interest and help us understand the level of demand.”
