Hibbert pointed to the sight of millions of detached plastic bottle caps littering Kenyan beaches on the Indian Ocean as evidence of the problem the regulation aims to solve.
Hibbert stated that EU regulations are not created by idiots to irritate people, but are designed to address real environmental issues. The letter was published in response to Alemanno's piece, which described the bottle cap rule as a parable for the value of EU regulation.
