Sunderland City Council has approved plans to convert Victoria House, an office block near Mowbray Park, into a 24-bed apart-hotel. The accommodation will offer stays of between two and 28 consecutive nights, with typical visits lasting four to seven nights.
Digital Check-In and Security Measures
Guests will access the building through a two-stage digital access model that includes identity verification before arrival. Each room will have private facilities, and the main entrance will be at ground level from the car park. The operator, Comfy Nooks Ltd, will handle bookings, customer service, quality standards, and regulatory compliance. Other firms will manage domestic services, maintenance, security cameras, alarms, and the private parking area.
Revisions and Approval
Following feedback from Northumbria Police during the consultation period, several layout modifications were made. Planning officers deemed the revised proposals satisfactory and granted approval on July 28, 2026. The council's environmental health team raised no concerns. A planning report noted that every entry to the building and each unit is logged, providing an audit trail superior to a manual sign-in book, and that identity is verified before arrival, ensuring all occupants are known and accountable.
The report also stated that the design is acceptable and would not negatively impact the street scene, neighbouring amenity, ecology, highway and pedestrian safety, or the setting of a listed building and park. The development is described as a professionally operated commercial accommodation business, distinct from unmanaged residential letting.
