Avoncliffe Properties Ltd has submitted plans to Bolton Council to change the use of the Lever Arms building on Top O Th Lane, off Radcliffe Road, Darcy Lever, from a public house to a café. The building has been empty since 2019.
Reuse of existing building
A justification statement supporting the application says the proposal involves the re-use of the existing building without significant alterations to vehicular access or the surrounding highway network. It describes the development as the beneficial reoccupation of a previously established commercial premises, aiming to bring the site back into active use that will continue to serve the local community.
The statement also notes that the café use is expected to generate lower noise levels than the previous pub, with activity focused on seated dining and without entertainment or drinking-led activities. As such, it is not anticipated to cause additional or unacceptable noise impacts on neighbouring properties.
Previous plans and building condition
In January 2023, separate plans to redevelop the site into apartments and a café were withdrawn. At that time, the building was described as being in a state of disrepair from vandalism and rainwater damage. Since the pub closed at the end of March 2019, the building has been targeted by intruders and vandals on several occasions.
Transport statement and next steps
This month's plans also include a transport statement, which says the proposal involves the change of use from a public house to a restaurant. The development principally comprises internal alterations to create restaurant seating areas, kitchen facilities, customer reception and associated ancillary accommodation while retaining the existing building envelope.
Bolton Council planners will decide on the plans after consulting neighbours.
