Peel Land has submitted plans for the third phase of a 460-home development on greenbelt land in Warrington, raising concerns among residents in Salford about worsening traffic and strained local services. The latest proposal seeks to build 200 homes on a plot off Manchester Road in Hollins Green, adjacent to Holly Bank Caravan Park and the Manchester Ship Canal.
Grey Belt Classification and Housing Plans
The developer argues the land qualifies as ‘grey belt’ – low-quality greenbelt suitable for housebuilding under current planning rules. The overall scheme includes 90 affordable homes, open spaces, and new road infrastructure. Planning documents state: “Our vision for Land off Manchester Road is to create an attractive, high-quality neighbourhood in Hollins Green, delivering a mix of homes set within a strong landscape framework. The scheme will prioritise walkable streets, green infrastructure, and nature-positive design, with clear connections to Hollins Green.”
Local Opposition and Traffic Fears
Residents have voiced strong opposition, particularly over traffic. David McArthur said: “Traffic in the district has been a struggle for many years, with lots of vehicles cutting through the village to avoid backlog at Warburton bridge lights. These 200 homes, in addition to the 100 homes currently being built at Hollins View will completely overwhelm the village infrastructure.” Locals also worry that ‘oversubscribed’ local services will become even more stretched.
Highways Assessment and Consultation
Curtins, a highways consultancy, assessed the roads around the proposed estate and deemed there ‘no existing highway safety issue that is likely to be exacerbated by the proposed development’. The development will be built close to the M6 at Junction 21, which also connects to the main route towards Salford through Cadishead. The proposal has been sent to Salford Council for consultation.
Broader Controversy
Peel Land has also submitted proposals for 200 homes at Turret Hall Farm in Croft and 60 dwellings off Rushgreen Road in Lymm. The combined plans have sparked controversy among residents and local councillors, who strongly oppose building on greenbelt land.
