Nearly 1.4 million older people across Great Britain, including more than 125,000 in Scotland, currently receive Pension Credit, a means-tested benefit providing an average of £4,300 in extra support annually. However, the Department for Work and Pensions (DWP) estimates around 760,000 pensioners are entitled to this State Pension top-up but are not claiming it.
Eligibility Thresholds
Married pensioners with a combined weekly income below £363.25, or single pensioners with an income under £238.00, could be eligible for Pension Credit. Many older people mistakenly believe savings or home ownership disqualify them, but even a £1 weekly award unlocks additional help with housing costs, heating bills, and Council Tax.
Processing Times and Backdating
The DWP recently confirmed that nearly 78% of new Pension Credit claims are processed within the target of 50 working days (10 weeks). Claims can be backdated up to three months, so eligible pensioners applying now could receive first payments and arrears by the end of September. This is crucial amid the ongoing cost of living crisis.
What Counts as Income
Income includes State Pension, other pensions, earnings from employment or self-employment, and most social security benefits like Carer's Allowance. Excluded income includes Attendance Allowance, Disability Living Allowance, Personal Independence Payment, Winter Fuel Allowance, Housing Benefit, and Council Tax Reduction.
Savings Rules
Savings under £10,000 do not affect Pension Credit. For savings above £10,000, every £500 over that threshold counts as £1 of weekly income. For example, £11,000 in savings translates to £2 weekly income.
How to Check Eligibility
Pensioners or their families can use the online Pension Credit calculator on GOV.UK for a quick estimate. Alternatively, call the Pension Credit helpline at 0800 99 1234 (Monday to Friday, 8am to 6pm). Independent advice is available from Independent Age, Income Max, Citizens Advice, and Age UK.
Additional Benefits
Qualifying for Pension Credit also opens access to Housing Benefit, Support for Mortgage Interest, Council Tax discounts, a free TV licence for over-75s, help with NHS costs, the Warm Home Discount Scheme, and a discount on Royal Mail redirection services.
Mixed Age Couples
Since May 2019, mixed age couples—where one partner is State Pension age and the other is under—are treated as a working-age couple for means-tested benefits. This means they cannot claim Pension Credit or pension age Housing Benefit until both reach State Pension age.
How to Apply
Applications can be made up to four months before reaching State Pension age. Claims can be backdated three months. Required information includes National Insurance number, income details, savings, and bank account information. Apply online if State Pension is already claimed and no children are included; otherwise, call the helpline.
