VINCI Construction has been appointed as the design and build partner for Liverpool's flagship Pall Mall office and green space development, marking a crucial step forward for the project. The appointment follows a two-stage selection process and comes after Chancellor Rachel Reeves announced government backing in May 2026 through the Liverpool City Region Combined Authority’s £2bn Investment Fund.

Project Details and Timeline

The Pall Mall scheme, located on the former Bixteth Street Gardens in Liverpool city centre, was identified as a priority project for government support. The council-owned site was controversially fenced off in 2020 when initial plans were announced for three blocks of Grade A office space, a hotel, and gardens. Remediation took place before the project stalled, leaving the space vacant. Last year, new funding was secured, giving hope that phase one of the £60m scheme could be delivered by 2028, creating the first Grade A office space in the city for 15 years.

The development will deliver high-quality, net zero carbon-enabled office space alongside ground floor retail and a new 0.5-acre greenspace. Liverpool City Council is working with Kier Property to bring forward the first phase, part of a wider masterplan to transform the Pall Mall area into a modern commercial destination.
