A police officer in Tennessee who taught drug prevention to children has been dismissed after his own bodycam recorded him having an affair with a school teacher. Brian Gilley, formerly of the Lebanon Police Department, was filmed kissing Shelby Moss inside a classroom at Castle Heights Elementary School in August 2024, moments after a child left the room.
The bodyworn footage, obtained by local news station WZTV, showed the pair in the classroom. A second incident took place in September 2024 after classes had ended, during which the two engaged in sexual activity, though no footage of that incident exists. Gilley later said he was unsure whether any students were still on school grounds at the time.
Gilley initially denied the allegations in an internal interview, telling investigators no sexual contact occurred while on duty. He later admitted to the relationship and resigned soon after. In April 2025, during a decertification hearing, he asked for forgiveness, stating: ‘I know I’ve done wrong, but I’ve also impacted that community in so many ways. It was a mistake and it will never happen again.’
In May 2025, the Tennessee Peace Officer Standards and Training Commission voted to decertify Gilley, barring him from serving in law enforcement in the state. Lebanon Police Chief Mike Justice said Gilley’s actions did not align with department standards but were not criminal, did not involve children, and did not occur in the presence of children.
Moss, who was married at the time, received a two-day suspension earlier this year and resigned in May. The Lebanon Special School District confirmed it investigated the matter after becoming aware in December 2024 and took appropriate disciplinary action.
