New DVSA Rule June 9: Learner Driving Test Booking Limit

Learner drivers across the United Kingdom should be aware of a significant change to driving test bookings coming into force from June 9. The Driver and Vehicle Standards Agency (DVSA) is implementing new restrictions as part of a major system overhaul affecting England, Scotland, and Wales.

What is the new rule?

Currently, provisional licence holders can book their practical driving test at any test centre in the country. From June 9, however, learners will be limited in how they can change their appointment. After booking, they will only be allowed to reschedule to a new date or time at the same test centre where they originally booked, or at any of the three nearest centres to that location.

Drivers wishing to move their test to a different centre are entitled to make one further change under the updated DVSA guidelines. This second change gives learners the option to select from the three test centres closest to their current location. Even if the preferred centre does not appear on the list, learners can use their second opportunity to return to their original test location.

Other changes already in effect

From May 12, 2026, several other rule changes have already taken effect. Learner drivers are now the only people able to book and manage their own tests. Previously, driving instructors could book and manage tests on behalf of their pupils. Now, learners must arrange their test directly, including any date or time changes.

Additionally, from March 2026, the number of times a test date can be altered without incurring charges or being denied has been reduced. Previously, learners were allowed up to six changes; this has now been cut to just two.

What counts as a change?

According to the GOV.UK website, only the following actions count as a change: changing the date or time, changing the test centre, or swapping your appointment with another learner driver who already has a test booked. If you change more than one thing at the same time (for example, the date and test centre together), this still counts as one change.

Modifications that do not count toward the two-change limit include: changing your address or contact information on your booking, including or removing your driving instructor's reference number, and any changes required by the DVSA due to adverse weather conditions.

What should learners do?

From June 9, all revised driving test rules will be fully implemented. Before making a booking, learners should discuss with their driving instructor to confirm they are prepared to sit the test. They should request their instructor's reference number, as this is necessary when arranging a booking, and select a time and date that suits both parties. Only make a booking at a test centre you actually plan to use.

After identifying your local centre, it is advisable to look up the two closest centres you would be eligible for as a safeguard, should you need to bring forward or postpone your original test date. The GOV.UK website advises: "Choose a date you realistically expect to be ready by. You are only allowed to make two changes to your appointment."
