Portland Police Bureau (PPB) stated that the shooting occurred on Thursday afternoon. At approximately 2:24pm, officers received a call for help from a man who reported he had been shot in the area of Northeast 146th Avenue and East Burnside. Upon arrival, officers discovered a man and a woman, both with apparent gunshot wounds.
First responders applied a tourniquet and summoned emergency medical services. Both victims were transported to a local hospital, though their current conditions remain unknown. The PPB was explicit in stating that its own officers were not involved in the altercation, confirming the injuries resulted from "a shooting involving federal agents."

Portland's Mayor, Keith Wilson, issued a strongly worded statement condemning the violence. "Just one day after the horrific violence in Minnesota at the hands of federal agents, our community here in Portland is now grappling with another deeply troubling incident," he said.
Mayor Wilson went further, demanding an immediate halt to certain federal operations. "We cannot sit by while constitutional protections erode and bloodshed mounts. Portland is not a 'training ground' for militarised agents... I call on ICE to end all operations in Portland until a full investigation can be completed."
The Federal Bureau of Investigation's Portland office initially posted on social media platform X that it was leading an investigation into an "agent involved shooting" that happened at around 2:15pm near the 10000 block of Main Street. The post identified the agents as belonging to US Customs and Border Protection (CBP). This post was later deleted.
