Russian President Vladimir Putin was surrounded by a crowd of children during a carefully managed trip to Siberia, where an entire city was placed under strict lockdown. The visit to Novosibirsk took place under severe security measures, reflecting an allegedly paranoid approach to the president's safety, as he is constantly under threat of assassination.
Spontaneous Stop Amid Tight Security
Despite the intense security, Putin made a rare, seemingly spontaneous stop, halting his motorcade to step out and greet a crowd of children who had gathered on the pavement. In pictures from the event, the Russian leader waded into a throng of young admirers and locals, patting heads and posing for selfies while flanked by tight security. He was also seen smiling and waving to the eager crowd.
However, a nearby Teboil petrol station had its price displays noticeably turned off during the encounter, as petrol prices have skyrocketed since Putin's invasion of Ukraine began.
Draconian Restrictions on Residents
The public display of affection contrasted sharply with the draconian restrictions imposed on the rest of the city's residents. Before his arrival, police officers were stationed every 50 metres along his planned route. Locals living near the motorcade's path received strict instructions from security officials to remain indoors, keep their windows covered, and stay well away from any glass.
They were also ordered not to use electronic or optical equipment, while parked vehicles were cleared from Bolshevitskaya Street, which undermines the 'unplanned' nature of the visit as reported in Russian media.
Lockdown in Academic District
The lockdown extended to the academic district of Academgorodok, where roadways were blocked and metal barriers were erected around university buildings. Students at Novosibirsk State University were sent chat messages explicitly instructing them not to open or even approach their windows. The city centre also saw the disabling of electric scooter rentals, and campus facilities such as the dining hall and swimming pool were abruptly shut down.
In a frantic effort to present a pristine image for the Russian leader, municipal authorities scrambled to carry out emergency cosmetic repairs. These last-minute preparations included repaving asphalt, repairing pavements and building facades, and laying down fresh lawns.
Purpose of the Visit
The primary purpose of Putin's heavily guarded Siberian excursion was to open the Siberian Circular Photon Source synchrotron radiation facility in Science City Koltsovo, as well as a new student campus. He was pictured touring the high-tech scientific facility alongside officials, examining gleaming equipment. The president was also seen visiting a library as he urged private companies to step up funding for scientific development amid heavy state defence spending.
