The Secret 28-Point Proposal
The proposed peace deal, consisting of 28 points, would require significant concessions from Ukraine according to sources familiar with the negotiations. The plan demands that Ukraine cede the remaining eastern Donbas territory to Moscow and reduce its military capacity by half.
