Belgian Special Forces Seize Suspected Russian Shadow Fleet Tanker in North Sea Operation

In a dramatic clandestine operation, Belgian special forces, supported by French helicopters, boarded and seized an oil tanker suspected of belonging to Russia's shadow fleet in the North Sea. The vessel, identified as the Ethera, was intercepted on Saturday night within Belgium's exclusive economic zone, as confirmed by Defence Minister Theo Francken on Sunday.

Details of the Covert Seizure

Thermal imaging captured the moment Belgian forces rappelled from a French helicopter onto the deck of the Ethera, which was sailing under the flag of Guinea. Prosecutors revealed that the ship's documents are suspected to be falsified, and the Russian captain is currently under interrogation as part of an ongoing criminal investigation. Following the seizure, the tanker was escorted to Zeebrugge harbour for official confiscation.

This action marks a significant escalation in Europe's stance against Russia's efforts to circumvent western sanctions imposed due to the war in Ukraine. Since the beginning of the year, western naval forces, including those from the US, UK, France, and Germany, have intensified surveillance and boarding operations targeting shadow fleet vessels in the Baltic and North Seas.

International Reactions and Implications

Ukrainian President Volodymyr Zelenskyy praised Belgium for its strong action against what he termed Moscow's floating purse, thanking France for its operational support. He noted that the Ethera had long been under US, EU, and UK sanctions but continued to illegally transport Russian oil using false flags and forged documents.

Belgian Prime Minister Bart De Wever congratulated the military on the successful operation, emphasizing Belgium's commitment to upholding international maritime law and securing its territorial waters. However, De Wever has previously blocked EU plans to use frozen Russian assets to fund Ukraine, citing potential legal challenges from Moscow.

French President Emmanuel Macron described the seizure as a serious blow to Russia's shadow fleet, which France estimates comprises between 1,000 and 1,200 ships. Over half of these vessels are now subject to sanctions, with others evading detection through shell companies and reflagging tactics.

Broader Concerns and Environmental Risks

The shadow fleet, often consisting of dilapidated and under-insured tankers flying flags from countries like Panama, Gambia, Barbados, or the Comoros, transports Russian crude oil to destinations such as China and India. Once processed, the oil is sold on international markets, effectively bypassing sanctions.

Beyond sanctions evasion, these ships pose significant threats. They have been implicated in deliberate vandalism of western underwater infrastructure, including cables and pipelines, as seen in the December 2024 incident where the Eagle S tanker severed cables connecting Finland to Estonia and Germany. The EU has also warned that shadow fleet vessels could serve as platforms for drone launches, radar jamming, and espionage activities.

Due to their poor condition and inability to undergo repairs under sanction restrictions, the fleet represents a growing environmental hazard and danger to other shipping in the region.
