If discussion fails, contact your local council for a complaint form. The hedge must be over two metres tall, consist of two or more mostly evergreen or semi-evergreen shrubs or trees, and affect your enjoyment of your home or garden due to its height. Collect relevant information before filing.
You can legally cut any branches or roots that cross onto your property or a public road, but only up to the property boundary. Trimming beyond that could lead to court action. If you live in a conservation area or the hedge is protected by a tree preservation order, you may need council permission to trim.
