The Medicines and Healthcare products Regulatory Agency (MHRA) has authorised a revolutionary, eco-friendly version of the widely used Clenil Modulite inhaler, in a global first for sustainable medicine. The decision, announced on July 21, represents a major breakthrough in reducing the environmental impact of respiratory treatments without compromising patient health.
The new pressurised metered-dose inhalers (pMDIs) will transition from traditional propellants to a next-generation alternative, HFA-152a. This update is expected to slash the devices' carbon footprint by 90%. Millions of people in the UK rely on inhalers daily, with asthma being one of the most common long-term health conditions in the country.
Unchanged Active Medication
For patients, the active medication—beclometasone dipropionate—remains unchanged. This corticosteroid works by soothing inflammation in the lungs to prevent flare-ups. Extensive testing has confirmed that the new "green" formulation is clinically identical to existing versions, ensuring a seamless transition for those managed on current Clenil Modulite doses of 100 or 200 micrograms.
What is Asthma and Its Symptoms?
Asthma is a prevalent long-term respiratory condition that affects more than seven million people across the UK. The condition causes the airways to become inflamed and narrow, making it difficult for air to move in and out of the lungs. This inflammation can be triggered by various factors, including cold air, pollen, and environmental pollutants such as smoke.
Health experts note that identifying the condition early is vital for effective management. The primary symptoms of asthma typically include: wheezing (a whistling sound when breathing), persistent coughing often worse at night or during exercise, shortness of breath or difficulty catching one's breath, and a tight, heavy, or "crushing" sensation in the chest.
When Will the New Inhaler Be Available?
The rollout of the updated inhalers is slated for 2026. Until then, the NHS and MHRA advise patients to continue using their current prescriptions as normal. Current supplies will remain fully available to ensure there is no gap in care during the phased introduction of the more sustainable alternative.
The MHRA says it will continue to closely monitor the safety and effectiveness of beclometasone dipropionate, as they do with all medicines. He explained that while the agency's primary focus is always ensuring that medicines remain safe and effective, this authorisation proves that innovation can serve two masters: patient well-being and the planet. By adopting a lower-carbon propellant, the MHRA is supporting the transition to greener healthcare without asking patients to sacrifice the quality of the life-saving care they receive.
Different Types of Inhalers

Reliever inhalers are generally blue or green. These quick-acting medications, such as salbutamol, help to swiftly relax the muscles in your airways during sudden flare-ups, wheezing, or when you feel short of breath.
Preventive inhalers are often brown, red, yellow, or orange and contain corticosteroids. These are used daily to reduce inflammation and help prevent future asthma or COPD attacks.
Combination inhalers include both a preventer (steroid) and a long-acting reliever. They are made to treat inflammation and keep the airways open for extended periods.
