Simon Levy, 40, was convicted by a jury at the Old Bailey of murdering Carmenza Valencia-Trujillo, 53, and Sheryl Wilkins, 39, five months apart last year. He was also found guilty of two counts of rape, grievous bodily harm with intent, and the non-fatal smothering of a third woman.
Failures across the criminal justice system
Levy's crime spree spanned from 2018 to 2025, with the Metropolitan Police, British Transport Police (BTP), and the courts failing to stop him. He was on bail as his attacks escalated to double murder.
Deputy Assistant Commissioner Kevin Southworth from the Met said failures to remand Levy in custody at hearings in May and June 2025 left him free to kill a second time. He called it a "collective system failure" and said Levy was a "very prolific serial sexual predator" finally brought to justice, but "ultimately too late to help the victims of his tragic acts."
Details of the murders
Levy suffocated both women in sexually motivated attacks. Ms Valencia-Trujillo was found in a largely abandoned block of flats on the Aylesbury estate in south-east London, and Ms Wilkins behind a car park wall near Tottenham High Road, north London.
The surviving victim had told police she had been raped and knew where her attacker lived, but she was not formally interviewed until after he had killed twice.
Previous convictions and missed opportunities
Levy was jailed in 2021 for groping two women in 2018. He sexually assaulted a prison guard in 2022 but was released the following year. He went on to assault a woman on the Tube in October 2023 and allegedly rape another in May 2024, for which he was recalled and released again.
Arrested by BTP in November 2024 for four Tube sexual assaults, delays in organising an identification parade until April left him free to carry out the rape and first murder. BTP officers also failed to realise his Oyster card was stolen, giving him free travel.
Court proceedings and aftermath
Judge Mark Lucraft KC adjourned sentencing until August 12 and remanded Levy into custody. Prosecutor Tom Little KC called Levy "a predatory serial sexual attacker" who targeted vulnerable women carrying out street sex work to fund drug addictions.
Two Met officers are under investigation by the Independent Office for Police Conduct. Levy had claimed his partial sight and crowded trains led him to grope women, but jurors saw through his claims, convicting him of 11 counts of indecent assault.
