PC Michael Jones, a sex-obsessed police constable, has left Greater Manchester Police (GMP) in disgrace after being caught messaging women about his erotic fantasies while on duty, including arranging an illicit hour-long liaison minutes before a training course. A disciplinary panel found that he bombarded contacts with texts about spanking in public and BDSM, and had sex with two women, one encounter occurring in a car park.

PC Jones resigned from GMP moments before a disciplinary hearing began on June 11, 2024. The panel later concluded he was guilty of gross misconduct and would have been sacked had he not already left the force. His resignation followed a failed bid to adjourn the proceedings.

Details of Misconduct

The hearing heard that PC Jones exchanged explicit messages with contacts labeled 'F1', 'S', 'Workchat', 'Sarah Work', and 'Sandy'. He also contacted sex workers, telling one she could get 'filming work'. PC Jones is among 10 GMP officers who have left for contacting sex workers without a legitimate policing purpose, a case triggered by the investigation into Inspector Toby Knight.

On May 23, 2020, PC Jones sent 16 messages to 'Workchat' about sexual fantasies after clocking in. A week later, he sent 35 messages about sexual fantasy within 11 minutes of starting duty, writing 'still thinking about a venue x'. On June 7, he sent 31 messages about meeting for sex in a public place, and the following morning they engaged in sexual activity in a car park.

On June 9, 2020, PC Jones sent 28 messages while on duty about 'his desired submissive sexual activity and pornography', and also messaged 'S' 42 times about sex. On December 13, 2020, he messaged 'S' 20 times to 'discuss kinks' and 'F1' 45 times about BDSM and sexual fantasy.

On April 13, 2021, PC Jones messaged 'F1' 26 times about meeting to play 'daddy' while publicly spanking his 'princess' in a quiet location. He then had an hour-long rendezvous with her, finishing ten minutes before a 1pm police training course. The next day, he sent another 15 messages about sex while on duty. PC Jones denied any sexual encounter, but the panel ruled it did occur.

He also messaged escort services while on duty. On April 14, 2021, he sent 15 texts to 'Kay', suggesting she could get 'filming work' and discussing BDSM activities. Additionally, on May 3, 2021, he browsed the internet for three hours and 20 minutes while on duty, visiting dating and hook-up websites like fabguys.com and spankthishookups.com.

Panel's Findings and Consequences

The disciplinary panel, led by Assistant Chief Officer Dougie Henderson, concluded that PC Jones' conduct was 'very serious', with aggravating factors including intentional, premeditated, and targeted actions for his 'own sexual gratification'. His conduct was a 'significant deviation from instructions'.

The judgment stated: "The panel carefully considered the most appropriate outcome that reflects the seriousness of the proven conduct and considered that the proven conduct was so serious that a final written warning would not have met the purpose of the misconduct regime." It added: "In all the circumstances, the panel having applied the structured approach considered that the most appropriate outcome would be dismissal without notice. Accordingly, the panel determined that had PC Jones remained in service he would have been dismissed immediately without notice."

PC Jones has been added to the Royal College of Policing 'Barred List', preventing him from returning to any policing role.
