Members of the public heard a serving police officer shouting "Heil Hitler" and pro-war statements, a misconduct panel has found. South Wales Police special constable Pedro Gordo-Soares also made further pro-Nazi statements and used racial slurs in a conversation on a social media platform.
A misconduct panel heard that a search of his devices uncovered cartoons described as being of an antisemitic and racist nature. Gordo-Soares admitted the allegations but denied that his behaviour amounted to gross misconduct in written response to the hearing.
Public reports led to arrest
A police misconduct panel was told that in August 2025, South Wales Police received reports from members of the public that a person, now known to be Gordo-Soares, was at his home address and could be heard shouting words which included: "War is the only way", "Kill, Kill, Kill", "We must Kill the British Pig Dogs", "Killing is the only way", "The British Nation is inferior" and "Heil Hitler".
He was a special constable at the time the incident took place. Officers attended and Gordo-Soares was arrested at his home address. A search of the property was conducted and a laptop and tablet were seized.
Devices revealed racist images and messages
A forensic examination of the electronic devices uncovered four cartoon images described as being of a racist nature, and a fifth was described as antisemitic.
A conversation Gordo-Soares had with another person on a social media platform using racial slurs was also uncovered in an examination of the devices. In one message he used the racial slur "n*****" and also said "Make Europe SS again".
In other messages, he said: "Oh I remember that group got deleted so may time it's incredible, but it was wholesome", "oh I can't anymore I deactivated my FB account" and "I literally sent it yes because I am a policemen and I can be charged with gross misconduct and lose my job".
Panel finds behaviour 'abhorrent'
The panel found that Gordo-Soares' misconduct was a "serious abuse" of the trust and responsibility placed in him as a South Wales Police officer. His admitted behaviour was described as "unacceptable and abhorrent".
His behaviour is likely to have an adverse impact on public confidence in policing, the panel said. It heard that Gordo-Soares has not apologised for his "reprehensible and totally unacceptable" behaviour.
The officer resigned before the hearing could take place, but the panel concluded he would have been dismissed had he not already done so. Gordo-Soares will also be placed on the police barred list.
