A New York City man who fatally attacked four homeless individuals with a metal pipe has been sentenced to 40 years to life in prison. Randy Santos, 31, received the sentence on Thursday for the October 5, 2019, killings, which occurred while the victims slept at various locations in Chinatown.

During sentencing, State Supreme Court Judge Laura A. Ward in Manhattan described Santos as embodying a convergence of three critical issues plaguing the city: homelessness, mental illness, and narcotics abuse. With three decades on the bench, Ward noted these factors are recurrent in nearly all violent crime cases. She expressed difficulty reconciling the fact that Santos targeted society's most vulnerable individuals—those simply sleeping on the streets.

The judge reviewed surveillance footage of the attacks before delivering the sentence. Santos had been convicted in February of four counts of first-degree murder, one count of attempted first-degree murder, one count of attempted second-degree murder, and one count of attempted first-degree assault.

Santos apologized in court, saying he wished the events had never occurred. He requested a sentence that would allow him to become a productive member of society after serving his time, vowing to complete his education and improve his English while incarcerated. He claimed his mental state had significantly improved.

Assistant District Attorney Alfred Peterson lamented the absence of victim impact statements, emphasizing the value of each life taken. He described the case as illustrating how a young man's life can veer drastically off course, acknowledging Santos' own challenges.

The attacks began with Anthony Manson, 49, who was bludgeoned to death outside 17 East Broadway. Santos then crossed the street and attacked three sleeping men, killing Nazario Abdelardo Vazquez Villegas, 55, and Florencio Moran Camano, 39, and seriously injuring David Hernandez, 49. He later killed Cheun Kok, 83, near Doyers Street. Eyewitnesses alerted authorities, and Santos was arrested near Mulberry and Canal Streets.

Santos was also linked to a September 2019 attack on a homeless man near Chelsea Piers. His defense argued that schizophrenia, diagnosed months before the killings, drove the attacks. Defense lawyer Arnold Levine requested that Santos not be sentenced to die in prison, asserting he was not beyond redemption. However, Judge Ward imposed the 40-year-to-life sentence.

Manhattan District Attorney Alvin Bragg stated that Santos' actions shook the city, displaying a shocking disregard for defenseless lives. He emphasized that unhoused individuals deserve equal safety, hoping the case highlights ongoing efforts to protect vulnerable residents. New York City's homeless population may exceed 350,000, according to the Coalition for the Homeless.
