Corporation Street in Birmingham recorded the highest number of driving fines of any UK street, with 100,985 penalty charge notices (PCNs) issued in the 12 months to April 2026. The figures, obtained through a freedom of information request by NetVoucherCodes, show that many of the fines stem from the city's clean air zone, which operates 24 hours a day, 365 days a year. Other penalties include parking fines and breaches of driving restrictions along the city centre route.
Top 10 most ticketed streets
After Corporation Street, Irvine Street in Liverpool is the second most ticketed street, with 74,708 fines issued, generating £909,000 for the local council. In third place is Tottenham Court Road in central London, where Camden Council imposed 59,329 fines in 2025-26, bringing in £4.1 million. Richmond upon Thames issued 43,861 PCNs along the westbound stretch of North Worple Way over the same period, raising £361,000. Thurrock Council doled out 41,817 PCNs to motorists at the J30 off slip with J31 at the Purfleet Interchange.
Also falling within the top 10, in descending order, are Corporation Street in Preston (39,267), Oxford Street in Manchester (32,695), Arundel Gate in Sheffield (31,543) and Oldfield Lane South in Ealing (31,252).
Council revenue from fines
Birmingham City Council did not offer details as to how much money the penalties generated, but it is likely to be in the millions, the Birmingham Mail reports. Councils making the most from fines in descending order are Westminster (£37m), Islington (£29m), Lambeth (£25m), Redbridge (£22m), Haringey (£22m), Manchester (£20m), Kensington and Chelsea (£17m), Brent (£17m), Bristol (£17m) and Greenwich (£14m).
