The charges stem from an incident that occurred on Thursday, May 21, 2026, at approximately 3:50 AM on Hoole Bridge, Chester. Police responded to reports of a collision involving a cyclist and a silver Toyota Yaris. The cyclist, 37-year-old Lee Stallwood, was pronounced dead at the scene.

Howe was arrested later that day and has been released on bail. He is scheduled to appear at Chester Crown Court on Friday, June 19. Additionally, a 35-year-old man from Sunderland was arrested in connection with the incident and has since been released on bail pending further inquiries.
