Liverpool City Council has published a temporary traffic regulation order that will prohibit driving on numerous roads near Hill Dickinson Stadium, home of Everton, for events held between 26 September 2026 and 30 June 2027. The order, made under Section 14 of the Road Traffic Regulation Act 1984, will operate in part or in full as required, between 7am and 11.59pm on event days.
Roads affected and restrictions
Part 1 of the order prohibits any vehicle from proceeding on a long list of streets, including Athol Street, Bankfield Street, Bankhall Lane, Barmouth Way, Birchall Street, Blackstone Street, Boundary Street, Burton Street, Carlton Street, Clay Street, Cotton Street, Dickson Street, Dublin Street, Dunes Way, Foster Street, Fulton Street, Jesse Hartley Way, Luton Street, Milford Street, Oil Street, Porter Street, Regent Road, Regent Street, Saltney Street, Sandhills Lane, Sandon Way, Studholme Street, Townsend Street, Triskellion Way, Vandries Street, Vulcan Street, Walter Street and Waterloo Road.
Part 2 prohibits vehicles from proceeding on Blackstone Street, Boundary Street, Derby Road, Great Howard Street and Sandhills Lane for periods of up to 25 minutes. Part 3 imposes one-way restrictions on Boundary Street, Dublin Street and Regent Road, including as a contingency to support shuttle bus operations. Part 4 suspends the 40mph speed limit on Derby Road and Great Howard Street, and the one-way traffic flow on Sandon Way.
Parking and stopping prohibitions
Part 5 varies existing traffic regulation orders to prohibit waiting at any time, loading and unloading, or stopping on specified sections of Bankfield Street, Blackstone Street, Boundary Street, Bankhall Lane, Fulton Street, Regent Road, Saltney Street, Walter Street, Dublin Street and Sandhills Lane. Some restrictions include exceptions for Hackney Carriages, coaches or buses. Vehicles left in contravention may incur a penalty charge, and a penalty charge notice may be issued by a civil enforcement officer under the Traffic Management Act 2004. Contravening Parts 1, 2, 3 or 4 constitutes an offence.
