London Luton Airport has cleared the final legal hurdle for a major expansion programme expected to create up to 11,000 jobs and generate an additional £1.5 billion in annual economic activity. The project will increase passenger capacity from 19 million to 32 million a year by the mid-2040s.
Legal Milestone Achieved
Luton Rising, the Luton Council-owned company that owns the airport, confirmed that all legal processes linked to its long-term growth plans are now complete. This follows the granting of a Development Consent Order in April 2025, making Luton Rising the first UK council-owned company to secure planning approval for a project of this scale.
The expansion will be delivered through a legally binding "Green Controlled Growth" framework, designed to ensure increased passenger numbers are matched by strict environmental safeguards. The framework places limits on noise, carbon emissions, air quality and surface transport access, with growth permitted only if these conditions are met.
Economic and Community Benefits
The project is expected to deliver significant economic benefits for both the local area and the wider UK economy. Alongside the creation of thousands of jobs, increased airport activity is forecast to contribute an additional £1.5 billion annually through investment, tourism and business growth.
Since acquiring the airport in 1998, Luton Rising has reinvested more than £500 million into frontline and community services across the borough. The organisation now plans to build on that legacy through the launch of a new Community First Fund, which will directly link airport growth with local investment.
Under the scheme, £1 will be invested into community initiatives for every additional passenger travelling through the airport above its current annual capacity of 19 million. By the mid-2040s, the fund could generate up to £13 million each year, with at least 40 per cent—equivalent to up to £5.2 million annually—earmarked for neighbouring communities outside Luton that are located close to the airport. During its first five years, the Community First Fund will focus on supporting decarbonisation projects and initiatives aimed at tackling poverty.

Paul Kehoe, Chair of Luton Rising, described the development as a defining moment for the airport and the wider public sector. "This is a landmark moment, not just for Luton, but also for how the UK thinks about publicly-owned infrastructure delivering for communities and the country," he said. Airport Chief Executive Alberto Martin said the expansion would build on more than a decade of sustained growth under the airport's public-private partnership, backed by Aena and InfraBridge. "London Luton Airport is a stand-out example of a public-private partnership," he said. "We have delivered the fastest growth period in the airport's history and record customer satisfaction, with annual passenger numbers increasing from 10 million in 2013 to more than 18 million today." He added that the airport had become one of the UK's most community-focused infrastructure assets, delivering benefits for local residents, passengers and airline partners alike.
Regional Impact
The airport's expansion is also expected to complement other major investments in the region, including the planned Universal United Kingdom Resort in Bedfordshire. Gidon Freeman, Senior Vice-President and Managing Director at Universal Destinations & Experiences, welcomed the airport's progress, noting that the resort—located just over 15 minutes from London Luton Airport—will attract millions of visitors each year, including more than one million additional international tourists. With legal approvals now complete, the airport's expansion moves a step closer to delivery, positioning London Luton Airport as a key driver of regional growth while seeking to balance increased capacity with environmental commitments and long-term community investment.
