The UK government has accelerated plans for a £33 billion expansion at the country's busiest airport, Heathrow. A blueprint detailing conditions for the expansion has been published, with a 10-week public consultation set to begin.

Public Consultation and National Policy Statement

The government announced that it has concluded its Heathrow Expansion National Policy Statement (HENPS), which will now be scrutinized by parliament before a vote. This initial stage is crucial for securing planning permission for a third runway.

The consultation will allow communities, airlines, and climate change campaigners to submit their views. The government describes the expansion as "critical to national growth" and aims for the new runway to open by 2035.

Previous Proposals and Costs

Two previous proposals for Heathrow expansion have been submitted. Heathrow Airport Limited (HAL) plans to build a full-length, 3,500-metre runway, which would require relocating the M25 motorway. The estimated cost is £33 billion, including £1.5 billion for the M25 move, with full private financing expected.

Heathrow, Europe's busiest airport, currently operates at full capacity. The expansion would increase capacity to 756,000 flights and 150 million passengers annually.

Government and Airport Leadership Reactions

Chancellor Rachel Reeves expressed determination to get "spades in the ground" for the third runway, aiming for completion by 2035. She stated that Heathrow is "not punching its weight" and cited it as a prime example of the UK's difficulty in executing major projects.

Heathrow Chief Executive Thomas Woldbye welcomed the government's step, saying, "The UK cannot realise its full economic potential without an expanded Heathrow. We will now focus on securing planning permission and delivering this vital project."
